Toppan Printing launches sales of "TOPPAN ACIS-PI", Japan's first service for determining the authenticity of personal identification documents -Determination of authenticity is possible through analysis of the data on documents and crimes involving the counterfeiting of personal identification documents can be prevented-

From April 1, Toppan Printing Co., Ltd. (hereafter Toppan Printing; head office: Chiyoda Ward, Tokyo; President & CEO: Naoki Adachi) will launch sales of "TOPPAN ACIS-PI", a service for reading personal identification documents and determining their authenticity. This is the first service in Japan with which it is possible to determine authenticity not just using the original personal identification documents but also using scanned images such as photocopies.
"TOPPAN ACIS-PI" is a service for determining the authenticity of personal identification documents in the provision of services that require the personal identification of users, such as opening bank accounts, entering contracts for mobile phones or using amusement facilities. The data on documents such as driving licenses, passports and health insurance cards is analyzed and checked for authenticity and adequacy. By introducing this service, it will be possible to prevent and reduce crimes such as identity theft by general users and counterfeiting of personal identification documents.

Background
Currently, crime involving the opening and use of unauthorized bank accounts through the counterfeiting on personal identification documents is on the increase and with the establishment of the Act on Prevention of Transfer of Criminal Proceeds, personal identification operations at financial institutions have become essential. Since damage caused by the use of fraudulent IDs is increasing, the importance of personal identification is also increasing in the mobile phone, rental and amusement industries.
The general practice has been to visually check the authenticity of personal identification documents provided by general users but the level of accuracy and complicated nature of the task have become a problem. There have been services that determine authenticity by reading IC chips but the only personal identification documents with an IC chip are driving licenses and passports and because it is impossible to check without the original documents, the lack of general versatility became an issue.
"TOPPAN ACIS-PI" is a service with which it is possible to determine authenticity not just using the original personal identification documents but also using scanned images such as photocopies. Toppan Printing has used its know-how in anti-counterfeit technology, determining authenticity for the manufacture of marketable securities and security media, the issuance of ID cards, and in financial administration center services, to develop this service as a system for determining authenticity.

Features of TOPPAN ACIS-PI
1, Authenticity can be determined from an original personal identification document or from a scanned image of a copy
Authenticity is determined by analyzing the individual information, characteristics and layouts of documents with techniques such as formulas and arithmetic logic. Therefore, in addition to the original documents, authentication can also be checked from scanned images of copies.
2, It is possible to create a list of items requiring caution by compiling records of falsification
It is possible to make a list and database of personal identification documents where it was not possible to confirm reliability through the authenticity test.
This will lead to the prevention of crimes through browsing history information and rejecting similar applications.
3, ID management of personal information extracted during ID checking
By adding an ID number and managing the personal information extracted from the ID documents during the authentication check, the information can be used after registration for customer management.
4, Compliant with Act on Prevention of Transfer of Criminal Proceeds (formerly Act on Personal Identification)
The system is compliant with the Act on Prevention of Transfer of Criminal Proceeds, which was implemented in Japan in 2008 and stipulates obligations of organizations such as financial institutions, including personal identification checking, keeping records of transactions, and reporting of suspicious transactions.

Note: The consent of the users themselves is required when companies introducing "TOPPAN ACIS-PI" submit personal identification documents, compile records of authenticity checks or reuse the data.
